“The suspicions which I raised last week were proven true. There are gas stations, where 40% of the fuel offered is bad quality. Not to mention the presence of sulfur. The inspections will continue in all directions and everywhere,” the Prime Minister said, quoted by BGNES.
In most cases, the seals on the dispensers were placed so that they allow for release of test fuel without compromising the integrity of the device, Goranov said, pointing out that last week inspections took place at certain gas stations and a number of violations in fuel trade were detected.
Trade in fuels was identified as one of the riskiest sectors from a fiscal perspective even 5 years ago. The agency has been consistently taking legislative and control measures to reduce the tax losses in the industry, such as the obligation to submit data to the NRA, introduction of the remote audit function from the fiscal devices in stations to central server of NRA. In 2013 an information system was implemented called “fuel control” through which the NRA and “Customs” Agency tracked the movement of liquid fuels throughout the country.
“A significant increase in control is needed. We may need to recommend to the Ministry of Economy to replace all fuel dispensers in the country. The way they are now gives a myriad of opportunities to commit fraud and trade violations, which can result in damages incurred to the end users as well as fiscal violations due to discrepancy of the actual amount of fuel, the amount reported to have been sold at gas stations and the data provided to the National Revenue Agency,” the PM warned.

“To me, the problem always starts with the government. It seems the government has been too tolerant of all the companies in the gas industry. In fact, nobody has been supervising the big gas stations and chains at all,” said Prime Minister Boyko Borisov on Nova TV in an interview on the recent fuel scandal.
This is why a team of prosecutors, tax officials, customs and NRA staff is analyzing and reporting on measures to restore order, he added.

ss who do not love me.The scammers, the crooks, like those who steal cars and apartments stand with their device at the dispenser and manipulate it,” said Borisov.
“These same scoundrels with similar devices stand in front of the dispenser, manipulate the software, sell 20 tons but only register 10 tons,” said Borisov.
“A large part of fuel measuring instruments are manipulated and fiscal devices do not transmit information to the National Revenue Agency (NRA),” director of the National Customs Agency, Vanyo Tanov, said for NovaTV.
“These differences between reported and sold quantities of fuels show less sales than realised in real. This indicates that the devices have been manipulated,” Tanov said.
He pointed out that thus it does not register commercial transactions and no VAT is being added. There are some illegal tanks that save off excise duty and VAT, he reported.
He talked about three scams – VAT embezzlement, reporting a false amount of liters sold and selling poor quality of fuel to users.

On January 1st, 2011 NRA introduced the system linking the first fiscal devices at gasoline stations (fuel pumps). 3,000 sites were about to be implemented at the time for the sale of fuels. March, 31 2012 was the final deadline by which all fuel pumps had to install levelling systems in their tanks.
