Ordonnance Ministerielle No540/678 (04.07.2022). Obliges taxpayers to use Electronic invoicing machines (MFE) when issuing invoices. MFEs can be physical or virtual.
Ordonnance Ministerielle No540/1457 (29.09.2022). MFE accreditation is the responsibility of the user. Users should adapt their programs so that they can automatically transfer data to eBMS in OBR. They can also buy MFE from an MFE supplier that has already been approved.
The Electronic Billing Management System, or eBMS, is a billing system initiated by the OBR (Burundi Revenue Authority) to electronically receive taxpayer data related to invoicing.
For the tax authorities, eBMS allows for real-time monitoring and control of taxpayer transactions (eliminating the need to wait for deadlines), while easily verifying the authenticity of invoices. This enables rapid and efficient cross-checking of information during tax audits and improves relations between taxpayers and the tax authorities.
For taxpayers, the eBMS system provides real-time sales statistics by improving accounting based on reliable data.
From August 28 to September 5, 2025, the OBR is conducting a training campaign to familiarize taxpayers with the use of electronic invoicing machines (MFEs).
